General Contractor AC Kobayashi KFC Airport Management(for S&M; Sakamoto Construction), Pearl City, Hawaii Responsible to the Navy and S&M; Sakamoto Construction for safety on SVDT Facility and Drydock Shelter project. The various trades and the materials, equipment, and procedures are my responsibility to see that everything is and stays safe. The equipment includes but is not limited to normal industrial vehicles, nuclear probes, scaffolds and cranes. I wrote the quality control and the safety program for this site that has up to 60 people per day on site. I am responsible for appropriate and timely safety meetings. Safety Officer on site at Pearl Harbor Naval Shipyard on the Abrasive Blast and Paint Facility project. The prime for this contract is Bodell Construction, Inc. and I am subcontracted to them for the duration of the contract. I reviewed the Health and Safety Program and added necessary items. I review each of the individual plans: asbestos, lead abatement, concrete & mason work, confined space, et. al.. Hawaii Military experience: [both DZB and ALL STAR SAB are the same contract awarded to different organizations] Occupational Health & Safety Specialist 10/1999 - 4/2000: Day Zimmermann Baker, Honolulu, HI My position here was to create and maintain all relevant safety records that the Safety Manager needed. My position began as a clerk to the individual hired as the Certified Safety Professional. I created the original MSDS logs and distributed copies to the appropriate parties with explanations. I executed OSHA required training, fall protection training, visited sites to establish baselines for procedures, prepared weekly safety briefs and created a file system at the direction of the Safety Manager. I performed whatever activities were required while the safety manager was off site or was participating in training classes preparing for the CSP exam. I exclusively brought the asbestos abatement projects to a credible completion schedule of at least 55 abatements per month and was responsible to bring the deficiencies of sub-contractors to managements attention.
Hawaii Military experience: Safety Compliance Officer 2/1999 - 10/1999: All Star/SAB, Honolulu, HI My duties and responsibilities as the Safety Compliance Officer was to ensure that a safe and healthy work environment exists for employees, subcontractors, government representatives, and military personnel and their families. I reported to the Pearl Harbor Project's Quality Control/Safety Manager, the Contract Manager and in their absence the Corporate Safety Officer.
All Military Positions include the following to different degrees: In my capacity I worked closely with each Project Manager and reported infractions of Safety Standards, Work Practices and other violations which could lead to unsafe acts or create an unsafe and/or unhealthy environment. My responsibilities included, but were not limited to the following: Exercise full responsibility and authority to enforce all Safety Standards, Applicable regulations, enact controls and ensure compliance to Contract Specification. Implement and coordinate an effective Safety Program, which is in compliance with HIOSH/OSHA, USACOE EM 385.1 -1, and other Safety Standards to ensure that each Project, and work site, is conducted in full compliance of these standards. Initiate corrective action whenever required. I have the authority to STOP WORK when an unsafe act is detected. Maintain documentation of all safety inspections; provide copies of violations to appropriate managers and supervisors. I escorted at Site Safety Inspections by Government Agencies, HIOSH/OHSA, Insurance Representative, Corporate Managers, Quality Control/Safety Manager and Project Managers. Dissemination of changes was accomplished through Safety Briefs and e-mail when the information need was immediate.
