To meet contractual requirements, an Installation schedule was developed from a bid document  to be used to track budgeted costs and general progress for the SCR and Structural Steel Erection. Handed off to a competent scheduler to maintain regular progress updates and all predesigned reports.

May 2015 – Present: Contracts Manager:   General EPC oversight for Scrubber design and installation phase of long term construction due to break ground March 2016. Numerous other site specific turbine and scrubber installations for EPC schedule 2015 – 2019 dependant on Environmental approval.

Principal Claims Consultant and Legal Advisor: Lead Provider for Joint Venture in an effort to mitigate $490M delay claim submitted by EPC contractor for a 2000MW power Facility in Mesaieed Industrial City, Qatar.. Provided technical advice including documentation analysis, schedule mitigation and negotiation in an effort to limit the client exposure. Ongoing relationship.

 

Ansaldo-Breda Inc. – Ansaldo Breda –  Buffalo, NY Scotia, NY  Italy.

Project Management Consultant: Client support  in developing various Project Control tools to meet contractual requirements for the refurbishment of Light Rail Vehicles in Buffalo NY, Boston, MA, and Los Angeles, CA. Working with various localized government agencies and commissions including the required State Departments of Transportation. Project Controls and Claims Consultant: Managed on site schedule creation and analysis and progress support using P3 software for a three-site installation of LMS6000 Peaker units ($160M). Claim Consultant:  Oversight Management of supporting documents to highlight cost, and schedule impacts, and advocate a $16M construction claim. Schedule development for a $186M Waste Water Treatment Basin and instruction for site staff on the principles of Project Controls and Construction Management using P3 software.

Schedule Consultant: Implementation of a designed transition from P3 to a P6 environment specifically within a manufacturing assembly line process. Ultimate success was never achieved due in part to resistance from assembly side management and an inability to remove P3/E from the equation.

Project Manager:  General PM and labor relations responsibilities for countrywide terminal expansion construction, Green site acquisition / development and fiber optic network connectivity installation ($2 – 10M). Project Controls Manager:  Managed various site Project Controls staffing  in the collection of specific information, used in the development of, project schedule data using primavera software (P3, P3e SureTrak etc.,), generation of milestone reports, development and ultimate reconciliation of the project budget. Project Controls Consultant: Provided Self Performing Client (SWPC) and Joint Venture partner (STC) with defined contract deliverable analysis on both Steam and Gas Turbine design and installation functions ($350M). Developed for internal use, a comprehensive template used as a guide to improving design and cost including an intense SDLC analysis of in house software in an attempt to assimilate the design into a mainstream functional support tool. Designed a curriculum incorporating the “Principles of Project Controls in the Power Industry” including schedule fundamentals and Primavera P3 applications. Using this agenda, to hold instruction classes for joint venture management personnel designed to establish a consistent lateral understanding of project controls. Team support for the corporate change over from P3 to Oracle Platform P3 Enterprise systems.

Schedule Mitigation and Delay Claim Services ($13M). Hospital Complex expansion 2003-2005. CM representation for GC in organizing and supporting change order performance and payment along with mitigation of construction schedule in an effort to maintain specific delays in design.

Project Controls Specialist: Sequoyah Nuclear Facility, Browns Ferry Nuclear Facility. Support for various projects within the cycle. Maintaining outage schedules and budgetary constraints using in-house software, typical lotus supported spreadsheets and Primavera scheduling tools.

Outage Scheduling Services ($30M). NRC forced outage required systematic scheduling services in support of and in compliance with NRC mandates. Managed interface between P3 field schedules and Artemus Master Schedule system managed by plant engineering staff.

 

Orange County Florida Government - Convention Center, Orlando, FL


Claims analysis and defense ($31M). Represented Orange County Government Orlando Florida in re-establishing control with contracted Construction Management team. Established several audit programs to initiate a precise ability on behalf of the County to successfully  mitigate several construction claims as presented by the General Contractor.

Cost Consultant: Project Controls specification development and studies – Heathrow Airport. UK ($200M). Implemented the US philosophy of Project Controls and a model test scenario for the BAA in an effort to maintain control over budget and schedule for the expansion of additional terminal space at Heathrow London Airport.
