Principal Qualifications

 

Michel Larocque possesses more than 36 years of experience in the consulting engineering practice. Initially designer in urban infrastructures and the environment, he has acquired through the years a sound experience in managing diverse engineering projects and divisions involving a large number of engineering disciplines (civil, structure, mechanical, electrical, hydraulics, hydrology, geotechnical, transportation, instrumentation and control, procurement, management and construction). He has acquired and been able to demonstrate through the years very strong innovative capabilities, leadership, management and business development initiatives, thus assuring a continuous business growth and profitable divisions under his responsibilities. The managerial experience acquired through the years have permitted him to develop solid management capabilities, mobilising and motivating the personnel to meet and surpass high work objectives established for the most part by himself. His business development responsibilities permitted him to develop a very good business network, first in Canada, and in the international market especially these past fifteen years. He has worked to establish several divisionary strategic plans as well as business strategic plans throughout his career. He has also worked on several Boards of Directors for the consulting engineering firm Les Consultants BBL Limitée, as well as for professional technical associations such as the Quebec Association for the Environmental Technologies (AQTE) and the Centre of Expertise and of Research in Urban Infrastructures (CERIU).

 

Today, Mr. Larocque has created his own engineering office operating in Canada and in the International market. As President, he assumes the responsibilities of business development for several international engineering firms, assisting them in establishing strategies and innovative solutions in the pursuit of targeted infrastructure projects, contract negotiations, and strategic reviews of projects won and carried out. He is also responsible for business development for Industrial Clients involved in the renewable energy market (production of electricity from urban and industrial solid wastes, wind, solar and mini hydro-electric stations), providing technical support and developing business strategies, preparing feasibility studies, assisting in contract negotiations, managing projects and carrying out engineering studies, engineering design and construction supervision and quality control of works, including construction management in the regions of North Africa, Africa, Middle-East, Central Asia, as well as in Turkey, Kazakhstan and Canada.

 

Throughout the years he has had the opportunity to work in the following countries : Algeria, Bangladesh, Benin, Burkina Faso, Cameroon, Canada, Democratic Republic of Congo, Dominican Republic, Egypt, Ethiopia, Gabon, Guinea Bissau, Guinea Conakry, Haïti, Honduras, Ivory Coast, Lebanon, Madagascar, Morocco, Mauritania, Oman, Romania, Qatar, Saudi Arabia, Senegal, Tanzania, Tchad, Togo, United Arab Emirates, Venezuela, Vietnam, and Yemen.   • Morocco : project management for works related to the Bab Al Bahr Development Project between Saleh and Rabat for total fees of $8 Millions CAD over 42 months. Value of construction works: $100 Millions CAD;

  • Algeria : engineering studies and construction supervision for the New City of Hassi Messaoud for total fees in excess of $500 Millions CAD over 96 months. Value of construction works : $7 Billions CAD. This contract was lost by SNC-Lavalin following the departure of Mr. Larocque.


 

Potential projects that needed the establishment of strategic alliances as well as commercial agreements with a strong chance of success:

  • Algeria : control and construction supervision of several railway lines for total fees of $25 Millions CAD over 30 months. Value of construction works in excess of $300 Millions CAD;

  • Algeria : engineering studies and construction of two sewage treatment plants totalling more than $125 Millions CAD over 3 years and operation of plants between 5 and 10 years;

  • Romania : technical assistance to the Transport Ministry in Bucharest over 4 years; fees of $15 Millions CAD;

  • Serbia : engineering studies and construction of several highway sections and railway lines, including the elaboration of financing solutions, the establishment of partnering agreements with serbian construction firms for more than $800 Millions CAD over 5 years.


 

These mandates have permitted the Divisions of Transport, Infrastructures and Buildings; Construction Management; Qualitas (geotechnical laboratories), to start working on the international market representing a first for SNC-Lavalin with these specific Clients in Morocco and Algeria, permetting the first division to double its annual revenues after only two years of business development (personnel going from 425 persons to over 800 persons), through personal contacts that were developed before joining SNC-Lavalin in those countries.

Elaboration of an innovative technology project in association with 17 Cities in Canada within the Canada-Quebec infrastructure program, phase 3. The project was aiming to adapt the technologies of radar and infrared thermography to the evaluation of urban roads, including the development of a road management system.

Elaboration of an agreement with the french firm Tronico representing Laboratoire Central des Ponts et Chaussées in Nantes, for the integration of the french Desyroute in the evaluation of urban roads and highways, including its commercialisation in North America.

Development of a technological development project aiming to transfer technologies to small and medium enterprises in Canada. The project was aiming the introduction of the Desyroute technology in a road management system, the adaptation of the system into a Windows environment, the develpment of a graphic interface compatible with the most recent geomatic technologies in Canada, the integration of optimum road rehabilitation technologies in road rehabilitation, the development of a management system for the rehabilitation of urban infrastructures (water and sewer networks), the development of an integrated urban infrastructure management system and the development of road degradation curves adapted to Quebec’s weather conditions.
