Multi-project planning, scheduling, design supervision, negotiation and obtainment of all entitlement and funding mechanisms for single-family residential developments at the Sacramento division of this $5 billion per year public company. Division closed 1500 units per year; personally handled developments containing in excess of 2100 units at full build-out. Chose and directed all civil, soils, wetlands, and biological consultants. Directly responsible for entitlements, engineering design oversight, creation of thematic landscape concepts and budgeting with total project values (gross) exceeding $500 million. Ensured compliance with CEQA, FEMA, Army Corps, and USFWS regulations. Performed land development due diligence for Acquisition department. Generated and maintained budgets and fee schedules. Negotiated to completion close-of-escrow deals with land sellers. Worked closely with in-house Architectural department to ensure compliance with local building codes. Responsible for ensuring construction documents gained building permit issuance. Managed, negotiated and oversaw implementation of CFD’s, CSA’s, school mitigation agreements and public facilities upgrades through LAFCO process. Coordinated activities and designs between engineers, utilities and entities in pre-design phase. Identified potential problems and value engineer as plans were developed. Created/maintained budgets for all design and construction. Wrote, let, analyzed and awarded bids; instituted standardized bidding processes to eliminate waste and cost over runs; Managed all infrastructure construction (mass grading, wet & dry utilities, roadways, bridges). Wrote, implemented and enforced community design guidelines. As member of design review committee assessed, approved or denied all civil and architectural plans brought forward by property owners. Negotiated agreements with adjoining landowners for mutual infrastructure improvements. Oversaw all civil and architectural designs for other company-held commercial developments.
