For-hire consultant for various Las Vegas, NV and New York, NY-based financial institutions, investment groups and developers looking to invest or build in the Las Vegas, NV market; projects included resort properties, single-family and mixed-use sites. Advised clients on land prices, market trends, political environment and likely support for planned political initiatives and positions. Retained by foreign national firm to oversee and manage land acquisition due diligence, architectural design, civil design, landscape architectural and FF&E design, entitlements and construction on $300 million worth of mid-rise mixed-use projects in Las Vegas, NV. Created and maintained all budgets and schedules; advised and advocated marketing and sales program; worked closely with legal team in development of CC&R’s; performed and documented value-adds and value engineering for all projects; generated design concepts and managed execution of master signage plans; reviewed, negotiated and modified all contracts with professional service firms; performed quantity takeoffs to ensure accuracy of submitted prices. Projects contained 1000+ luxury condo units, 300,000 SF of upscale retail and 150,000 SF of office. A 300-room boutique hotel was also included in one of these projects.

Multi-project planning, scheduling, design supervision, negotiation and obtainment of all entitlement and funding mechanisms for single-family residential developments at the Sacramento division of this $5 billion per year public company. Division closed 1500 units per year; personally handled developments containing in excess of 2100 units at full build-out. Chose and directed all civil, soils, wetlands, and biological consultants. Directly responsible for entitlements, engineering design oversight, creation of thematic landscape concepts and budgeting with total project values (gross) exceeding $500 million. Ensured compliance with CEQA, FEMA, Army Corps, and USFWS regulations. Performed land development due diligence for Acquisition department. Generated and maintained budgets and fee schedules. Negotiated to completion close-of-escrow deals with land sellers. Worked closely with in-house Architectural department to ensure compliance with local building codes. Responsible for ensuring construction documents gained building permit issuance. Managed, negotiated and oversaw implementation of CFD’s, CSA’s, school mitigation agreements and public facilities upgrades through LAFCO process. Worked closely with Governmental Affairs division on community outreach and lobbying for my geographical areas of responsibility.

Complete operational responsibility for taking multi-acreage parcels in 632 acre and 1200 acre master-planned communities that included high-end custom homes, merchant-built tract housing, multi-family and commercial from concept to completion. Coordinated activities and designs between engineers, utilities and entities in pre-design phase. Identified potential problems and value engineer as plans were developed. Created/maintained budgets for all design and construction. Plan takeoffs and estimating. Issued and reconciled all cost-plus work. Liaison between engineering consultants, utilities, regional and municipal entities.

Led projects from concept to realization. Full operational responsibility for landfill, aggregate, construction management, land development, motor carrier, and equipment rental divisions. Took over motor carrier division in 1996, took profits from deficit situation to 1300% increase in one year. Designed, drafted and directed submittal, approval process for a 2,000,000 cubic yard vertical expansion of one of the firm's existing licensed bulky waste landfills. Negotiated, wrote and executed purchases and options of groundwater right-of-ways in relation to landfill expansion.
