Experience:

As a result of my work experience I have gained a firm understanding of the Engineering, Procurement, and Construction (EPC) delivery method associated with building facility projects in the US Federal as well as the International Oil and Gas market sectors. My expertise deals principally with self-contained campus style building facility projects located in contingency environments and executed under firm fixed price self-perform EPC delivery methods. I have extensive experience associated with the full life cycle of building facility EPC projects from proposal preparation to warranty close out. This experience includes proposal development and client negotiations; project management plan development; project design development; procurement; project controls; project quality control and quality assurance; project Health, Safety, Security, and Environment; as well as claims preparation and negotiations.

 

Project Manager – ALMCO, Baghdad, Iraq – DEC2007 - Present:

ALMCO is an Iraqi owned and operated general contractor headquartered in Baghdad, Iraq with office locations throughout the middle-east. The company was founded circa 2003 with a focus on delivering projects, in the USA funded Iraq reconstruction sector and subsequently transitioned circa 2009 to delivering projects, in the International Oil and Gas sector. In my role as Project Manager with ALMCO I have been involved with multiple firm fixed price self-perform EPC projects in which I carried P&L duties from receipt of tender documents to warranty close out. In this role I have typically performed both project management as well as project design management functions. The following executed projects highlight my experience with ALMCO:

 

  • Lead Technical Proposal Writer, Chelsea, Alabama, USA (MAR2013 – Present) - Lead technical writer for all proposals associated with building facility projects in ALMCO’s oil and gas business sector. This work routinely entails the preparation of both commercial and technical proposals for projects ranging from 25 million US dollars to 125 million US dollars. This includes the development of extensive proposal specific plans, procedures, schedules, estimates, and concept designs as may be required, to articulate ALMCO’s proposed method, for providing engineering, procurement, and construction services. Proposals generally entail 100 to 200 pages of proposal specific management plans as well as 1000’s of pages of support material.

  • Design Office Manager, Dubai, UAE (JUN2009 to MAR2013) - Opened, staffed, and managed ALMCO’s Dubai, UAE design office to support in house project engineering as well as project management support functions. This role entailed the management of a 15 person in-house design team, management of retained design firms, as well as management of support vendors, in the delivery of EPC building facility projects, in Iraq. Spearheaded ALMCO’s Dubai, UAE procurement department buildup, by increasing offshore procurement activities, from approximately 12 offshore vendors to more than 100 offshore vendors. Clients included Schlumberger, Exxon, ENI, Gazprom, BP, Petrochina, and Shell. The following executed projects highlight my experience in the Oil and Gas Sector:

    • Schlumberger – 35 million US dollar primary operations base located in North Rumaila, Iraq. Self-contained facility including maintenance workshop facilities, laboratories, life support facilities, as well as supporting utility systems. I was the Project Manager as well as the Project Design Manager for this EPC project. The design package consisted of 1,200 A3 size sheets with supporting documentation which were executed by both in-house staff as well as external design firms located in the USA. This project included an overhead blast resistant structure for the DFAC, a blast resistant entry barrier wall as well as a blast resistant entry control point. Additionally, all provided building facilities were in line with Schlumberger lean principals as well as their internal specifications. This project also represented the first international oil service firm to break ground, on a permeant support base, in Iraq following the 2003 war.

    • Exxon – 20 million US dollar pioneer camp located in West Qurna 1. Self-contained facility including overhead blast resistant life support facilities, office facilities, as well as supporting utility systems. I developed the initial winning technical and commercial proposal for this project as well as preparation of the 30% design package following award. ALMCO’s proposal was considered technically superior given their execution of blast resistant structures for the aforementioned Schlumberger project.

    • Shell – 35 million US dollar primary camp located near Khor Al Zubair. Self-contained facility including overhead blast resistant office facilities, life support facilities, as well as supporting utility systems. I was the Project Manager as well as the Project Design Manager for this EPC project. The design package consisted of 1,100 A3 size sheets with supporting documentation and was executed by both in-house staff as well as external design firms located in the USA.

    • Gazprom – 30 million US dollar pioneer camp located near Badra, Iraq. Self-contained facility including life support facilities, office facilities, as well as supporting utility systems.



  • Project Manager, Baghdad, Iraq – (DEC2007 to JUN2009) – Project manager for multiple USA funded re-construction projects located throughout Iraq. Projects included Tallil Support Unit Facility (25 million), Salmon Pak Ministry of Interior Facility (20 million), Baghdad National Police Headquarters Facility (15 million), Tadji Internment Facility and Re-Integration Center (70 million), Tadji Modular Detainee Housing Units (5.5 million) as well as the Tadji Infrastructure Battalion (8.5 million). This work entailed both project management as well as project design management duties for approximately 144 million US dollars of executed building facility EPC works. The following executed project highlights my experience in the Iraq USA re-construction sector:

  • Assistant Project Manager/Construction Manager/Design Manger for the EPC delivery of the Tadji Theater Internment Facility and Re-Integration Center (TIFRIC) which was a building facility project in support of the internment of 5,000 detainees with supporting utility systems sized to accommodate an eventual end capacity of 7,000 detainees. This was a 70 million US dollar project which consisted of approximately 23,000 square meters of new construction with all required support utility systems and infrastructure and was the US Government’s overall response for re-structuring and eventual handover of detainee operations to the Government of Iraq (GOI).


 

Project Engineer – Innovative Technical Solutions, Inc. Walnut Creek, CA – MAY2006 to DEC2007

Innovative Technical Solutions, Inc. (ITSI) who was acquired by Gilbane was a full service environmental remediation firm principally operating in the federal environmental market sector. They aggressively expanded, into the federal building facility market sector, in Iraq and eventually Afghanistan, circa 2003 and coinciding with the US funded re-construction efforts, in these countries. The following executed projects highlight my experience with ITSI:

  • Project Engineer – Kabul, Afghanistan – (JUN 2007 to DEC2007) - Project Engineer for the EPC delivery of the Afghani Air Force Military Base. This facility was located on the north side of the Kabul International Airport Complex and consisted of approximately 57,000 square meters of new permanent construction as well as all required supporting utility systems. Total project value was 70.5 million US dollars. In my role as Project Engineer I helped in the development of the facilities Phase II master plan; individual floor plan concepts for Phase II; preparation of technical scope of works for the local sub-contracting effort; oversaw the detailed design effort executed by subcontractors; as well as acting as an onsite project engineering resource. Additionally, ALMCO’s Afghanistan subsidiary was one of the lead building facility contractors for this project.

  • Construction Manager – Baghdad, Iraq – (MAY2006 to JUN2007) - Construction Manager for the EPC delivery of the military base for the 5th Brigade of 6th Division of the Iraqi Army. This facility was located inside of the International / Green Zone and consisted of approximately 25,000 square meters of new permanent construction as well as all required supporting utility systems. Total project value was 46 million US dollars. In my role as Construction Manager I developed the master plan for the base facility, all individual floor plan concepts, supervised the sub-contractor prepared design process and ultimately managed the day to day construction process at the project site with the support of an onsite 12 man expat and local national management team.  Additionally, ALMCO was the lead building facility contractor for this project.


 

Quality Control Manager – CH2M HILL Constructors, Inc. Atlanta, GA – September 2000 – May 2006

CH2M HILL Constructors, Inc. was a division of CH2M HILL established principally to execute work in the federal environmental market sector. I was initially hired by CH2M HILL as a field quality control manager, for environmental remediation projects executed, under a US Navy Remedial Action Contract (RAC) IDIQ mechanism. This contracting mechanism began a drawdown circa 2003 which coincided with a buildup in contacting efforts initiated, by the Air Force Center for Environmental Excellence (AFCEE). Beginning with the 2001 Afghanistan war effort and culminating with the 2003 Iraq war effort federal funds were gradually diverted from remediation activities and funneled to war efforts.  As such AFCEE utilized their environmental remediation IDIQ contracting mechanisms to execute building facility projects initially at various CONUS and OCONUS locations and ultimately in support of both Iraq and Afghanistan building facility project efforts as an alternative to the United States Army Corp of Engineers (USACE). The following executed projects highlight my experience with CH2M HILL as well as my transition from environmental remediation to building facility projects:

  • Quality Control Manager - Building Facility Construction (2004-2006) – Project Construction Manager as well as Field Engineer for multiple building facility and industrial projects executed under IDIQ contract mechanisms with the US Air Force. The following projects highlight my building facility experience with CH2M HILL:


    • Project Quality Control Manager, for the EPC delivery of the military base, for the 6th Division of the Iraqi Army. This facility was located at Old Muthana, Baghdad, Iraq and consisted of both new permanent construction as well as the renovation of existing structures. Total project value was 50 million US dollars. In my role as Project Quality Control Manager I participated in the sub-contractor executed design process, I prepared all technical scope of works for the local sub-contracting effort, as well as managed the field quality control program which was supported with a 10 person local national field team. Additionally, ALMCO provide all onsite catering and life support services for CH2M HILL’s onsite personnel as well as onsite security personnel.

    • Construction Manager, for various projects located, in multiple areas which were executed under an IDIQ contract mechanism with the US Air Force.These projects included JP8 tank coatings as well as the installation of an E-85 retail fuel system at Malmstrom AFB, Great Falls MT; renovation of a movie theater at Osan AFB, Osan South Korea; pipe line coatings as well as tunnel rail track repairs at Peral Harbor, HI; renovation of a lunch room at Yokuska Naval Base, Yokusuka, Japan; construction of a new support building and onsite building renovation works, at a US Naval Fuel Terminal, at Hachinohe, Japan.



  • Quality Control Manager - Environmental Remediation (2000-2004) – Project Quality Control Manager as well as Field Engineer for multiple environmental remediation projects executed under IDIQ contract mechanisms with the US Navy as well as with the US Air Force. The following projects highlight my experiences associated with environmental remediation works:

    • Construction Manager, for contaminated soil removal, from Hickman Air Force Base, HI.

    • Construction Manager, for a slurry containment wall project located, in San Antonio, TX. Additionally, CH2M HILL was facilitating a mentoring partnership with ITSI, on this project. In this capacity ITSI provided an onsite construction supervisor which supported project activities.

    • Project Quality Control Manager / Field Engineer for various remediation projects associated with the BRAC closure of NWIRP McGregor Texas. Projects included the design, construction and operation of an industrial waste water treatment plant to treat onsite ground water streams contaminated with perchlorate; design, construction, and operation of in-situ-bio remediation trenches throughout the facility, for the onsite treatment of ground water streams contaminated with perchlorate; and design and construction of a land fill cap for the closure of a RCRA permitted burn unit.

    • Project Quality Control Manager / Field Engineer for various soil contamination projects located at NAS Milton, FL as well as NAS Pensacola, FL.
