This is a management role responsible for ensuring an organizationally efficient and cost effective procurement process. A leader in this role is responsible for developing and maintaining corporate procurement strategies for the most efficient, systematic and cost effective acquisition of raw materials, finished goods and supplies for the organization. Work is performed independently without direct supervision or instruction, completing work personally and through others, incorporating cross functional and interdepartmental interactions on a daily basis.
Key Measureables 1)Ensures a consistent, documented and effective purchasing process is established and utilized across the entire organization with detailed and documented POs issued, leveraging the corporate accounting system to maximize organizational efficiencies; 2)Negotiates continued improvement in purchase price for all materials and subcontracts, for all construction projects, when contrasted with budgets; 3)Drives consistency in purchase order placement and tracking results to ensure that project purchases are issued once or twice per week; 4)Demonstrates continuous improvement in buying practices by establishing a tracking system for the top 50 corporate commodity products purchased to attain a 2% annual improvement on this commodity group; 5)Ensures materials are onsite, on-time to maximize field productivity while extending the timeframe required for payment.
Essential Duties and Responsibilities 1)Establishes, implements and maintains efficient and effective purchasing protocols, systems, strategies, buying cycles, policies and procedures; 2)Coordinates, reviews and places purchase orders / commitments for all raw materials, finished goods and supplies; 3)Negotiates improved pricing, terms, discounts, freight and contracts with all suppliers; 4)Establishes and develops rapport and relationships with key suppliers internationally, and engages vendor representatives to resolve discrepancies, claims, conflicts and non-conformances as required; 5)Conducts periodic supplier evaluations and maintains vendor score cards; 6)Arranges and directs supplier meetings to resolve issues that may arise, including appropriate participation and department representation where necessary; 7)Works in collaboration with the estimating team to ensure accurate ongoing cost estimating; 8)Responds to and directs field requests for sourced and required material, ordering material and issuing commitments as required and necessary for on-time fulfillment; 9)Develops and instills a zero tolerance culture for unused materials returning to the local RBI facilities from job and project sites; 10)Communicates openly, and effectively on a consistent basis with the Accounting, Service and Project Management to acquire required materials under budget and to ensure accurate projected raw material and WIP costing for efficient invoicing; 11)Ensures performance plans and reviews are conducted at least annually for all direct and indirect reports in conjunction the HR Director to recognize and promote high performers while focusing on turning-around the performance of those faltering;
Requirements and Qualifications 1)Experience leading the overall organizational procurement function by managing the purchasing staff across the company, in collaboration with the respective local General Managers. 2)A minimum of a University Degree in Business Administration, or Purchasing Management certification, 10 years of progressive purchasing experience, or the equivalent of education and experience. 3)Ability to create written reports, develop policies and procedures, and provide both verbal and written reports and business correspondence to management and supplier staff. 4)Proven skills to deal with and compute fractions, percentages, costs, gross margins and gross profit, material estimates and demanding deadlines. 5)Certified Professional Purchaser designation is preferred. 6)Proficiency using MS Office suite including Word, Excel and Outlook. Exposure to Accubid and Sage 300 Construction (Timberline) would be an asset.
