BOISE, Idaho, Aug. 18 -- Dennis G. Wellen, a 32-year veteran of the engineering and construction industry, has been named by Washington Group International, Inc. (Nasdaq: WGII) to lead a major company initiative in the worldwide oil and gas markets.

Wellen will relinquish his current position as Vice President of the company's Western Operations Center to concentrate on his new assignment as Business Unit Sr. Vice President -- Process in the company's Industrial/Process Business Unit.

John P. Schmerber, previously Sr. Vice President -- Business Development, Projects; in Washington Group's Energy & Environment Business Unit, will assume responsibility for the Western Operations Center, a unit of Washington Services.

"We have targeted the oil and gas industries as highly promising markets for Washington Group," said Gary C. Baughman, President of the Industrial/Process Business Unit. "We intend to aggressively pursue new work with oil and gas clients and Denny Wellen's background makes him uniquely qualified to lead this effort. For the past three decades, as a project
manager, in business development, or in executive positions, he has worked with almost all of the leading oil and gas firms in the world."

Baughman said Washington Group already has a strong history in the oil and gas markets and cited such recent successes as the Lost Cabin Gas Processing Plant for Burlington Resources in Wyoming, and projects for the Saudi Petrochemical Company in Saudi Arabia, AMPCO in Equatorial Africa, and Aux Sable in Illinois as examples of the company's experience and expertise.

In addition to his position with the Western Operations Center, Wellen has served since 1994 as Vice President -- Upstream Operations with management responsibility for oil production and gas processing operations.

Schmerber joined Washington Group in 1985 and has since served in business development, environmental, and operational management positions, including service as Vice President -- Operations of the company's Integrated Projects
unit.

"We are extremely pleased to have John Schmerber leading the Western Operations Center," said G. Bretnell Williams, President of Washington Services. "He is a proven manager and his organizational, team-building, and communications skills make him a perfect fit for his new position."
