Hill International Announces Major Promotion <br>David L. Richter Named to President & COO

Marlton, N.J.?Hill International, the worldwide construction-management firm headquartered here, has announced that David L. Richter has been promoted to president and chief operating officer, a newly created position that will oversee all of the company?s business operations, including administration, human resources, information technology, marketing and legal departments.
Richter, a Princeton, N.J. resident, is both a civil engineer and attorney and has been with the company for nine years. He most recently served as president of Hill?s Project Management Group, which he helped nearly triple to become the company?s largest operating division. Prior to that, Richter, was senior vice president general counsel for Hill.
He has served on Hill?s Board of Directors? committee since 1998 as well as such industry organizations as the Board of Directors of the Construction Management Association of America and Young Presidents? Organization.
Richter has been named to The Philadelphia Business Journal and New Jersey Business? ?40 Under 40? lists and has a BS in management, BSE in civil engineering and JD, all from the University of Pennsylvania.
