Q. What are Threshold Buildings? What is the specific statute that mandates special inspection services in the state of Florida? A. Bill Mignogna, P.E.: Inspections are required by for all threshold buildings. Florida Statute Chapter 553.71 (7) provides the following definition: ?Threshold Building? means any building which is greater than three stories or 50 feet in height, or which has an assembly occupancy classification as defined in the Florida Building Code which exceeds 5,000 square feet in area and an occupant content of greater than 500 persons.? -more-

Q. What are these structural inspections? A. Bill Mignogna, P.E.: ONM&J professionals examine structural components, both building shell and envelope. The special inspector checks for conformance with design plans including use and proper placement of reinforced steel, size of members, and material specification. Because of the additional conditions that apply in Florida, our inspectors carefully inspect windows for conformance with wind pressure specifications, and to ensure that they are fastened to building substrate according to product approvals.
Q. How often do the professionals inspect? A. Dwayne Jackson, P.E.: Threshold inspectors provided by ONM&J are placed full-time on-site to ensure compliance with design intent.
Q. Who contracts for these inspection services, and when should the services begin? A. Dwayne Jackson, P.E.:
Owners certainly contract for these services, but also developers, municipalities, counties, school board districts, universities and churches are prime users of special inspectors. To ensure that there is no lag in permitting, Special Inspectors should be named by the time of completion of design documents. Indeed, if Special Inspectors are not named in the documents, the Building Department official often will indicate the need for a special inspector, and stamp the permit accordingly.
Q. Are inspections performed on existing structures? A. Dwayne Jackson, P.E.: Yes. ONM&J professionals provide structural investigation and peer review, examining stress related conditions including cracks, and construction repairs. For clients seeking to purchase existing buildings, ONM&J examines and documents cracks in walls and structural components and other conditionals that could potentially cause further deterioration to the building. We also provide concrete restoration services and full structural condition assessments on building fa?ade and exterior balconies.
