Lincoln Property Company Executives Promoted at San Diego Military Housing PPV

SAN DIEGO---July 15, 2003--
Current PPV Includes 6,500 Units; Exclusive Negotiations for More Than 4,500 Additional Residences in California and Virginia Are In Progress

Lincoln Property Company has promoted two veteran property management executives at its public-private military housing venture in San Diego.

Effective immediately, Samuel M. Merrick, CPM(R) (Certified Property Manager), will serve as Ambassador for all Navy and Marine Corps public-private ventures. In the newly created position, Merrick will work closely with Lincoln's regional vice presidents and general managers to ensure that Lincoln continues to provide the highest quality property management and community service to military families at Lincoln PPVs.

Drew Schunk, CPM(R) (Certified Property Manager), ARM(R) (Accredited Residential Manager), will take over for Merrick as Regional Vice President and General Manager for Lincoln BP Management, Inc., assuming direct management responsibility for the 6,500 PPV units currently under management by Lincoln in the San Diego area. Schunk previously served as Vice President, General Manager for The Village, Lincoln's 7,250-home flagship community in Dallas, Texas.

Reg DelPonte, Senior Vice President, West Coast Partner of Lincoln Property Company, made the announcement. "Sam has been with us since we began working on public-private military housing with the Navy and Marine Corps. This new position capitalizes on his experience and leadership, ensuring our continuing commitment to superior quality-of-life services and programs for military families," said DelPonte.

"Schunk brings his expertise running The Village in Dallas, one of the largest luxury planned communities in the U.S., to our military personnel and their families. He will continue our commitment to the highest quality resident services at all of our 23 communities throughout San Diego," said DelPonte.

Established in August 2001, the Lincoln/Clark Public-Private Venture with the Department of the Navy in San Diego is the largest and most comprehensive PPV undertaken by the military since Congress authorized military housing privatization in 1996. The Lincoln/Clark PPV includes construction, renovation and management of 6,500 multi-family homes at 23 sites in the San Diego area. Lincoln is the co-developer as well as the property and asset manager and Clark Realty serves as the PPV's construction partner. Lincoln and Clark are also owners with the DON (Department of Navy) in the portfolio.

According to DelPonte, Lincoln Property Company is currently involved in exclusive negotiations for more than 4,500 additional residences in California and Virginia.
