Dallas, Texas, and New York, N.Y. ? February 5, 2003 ? Thomas C. Leppert, chairman and chief executive officer of The Turner Corporation, announced several key organizational changes and promotions. Peter J. Davoren was named president of Turner Construction Company, succeeding Robert E. Fee, who served in that capacity for five years and who will be retiring in December of this year. Fee will retain the title of chief executive officer of Turner Construction Company and president and chief operating officer of The Turner Corporation until his retirement.
Other appointments include Rodney J. Michalka, executive vice president of Turner in charge of key business initiatives; Donald G. Sleeman, promoted to executive vice president of Turner, in his role as chief financial officer, and James C. McKenna, senior vice president and general manager of Turner?s New York business unit, succeeding Davoren.

Peter J. Davoren, president, Turner Construction Company
In his new role, Davoren will have responsibility for Turner?s core construction operations in all of the firm?s business units, which include 45 geographic offices and several market segment groups, and will oversee national sales. Since 2000, Davoren, 47, was senior vice president for Turner?s New York region, responsible for the firm?s New York, New Jersey, Philadelphia and Pittsburgh offices. A 24-year construction industry veteran, he has spent his entire career at Turner. He will report to Leppert and Fee in his new position. He will continue to be based in New York.
Davoren began his career at Turner in 1978 as a field engineer in the firm?s Boston office. He was promoted to assistant superintendent in 1980. Later that same year, he was transferred to the New York office as an assistant engineer. Davoren assumed positions of greater responsibility in the years that followed. He was promoted to operations manager of the firm?s New York Interiors Group in 1990, manager in 1994 and vice president and manager for the division in 1995. In 1996, he was promoted to vice president and general manager of the New York office, and in 2000, to senior vice president. Davoren received a Bachelor of Science in the School of Architecture from Pratt Institute in Brooklyn, N.Y.
Fee has a 43-year career in the construction industry, with 39 years at Turner. He serves on the board of The Turner Corporation and will retain that role after retirement.
Robert E. Fee, chief executive officer Turner Construction Company and chief operating officer, The Turner Corporation
Fee began his career at Turner in 1964. He held various operations and management positions until 1985, when he was promoted to territory general manager of the New York office. From 1986 through 1993, he served as vice president and territory general manager of the New York office. In 1994, he was named senior vice president, responsible for overall sales and operations in the firm?s New York, New Jersey, Bermuda and South America operations. In 1996, he was appointed executive vice president, adding responsibility for Turner?s offices in Philadelphia, Pittsburgh and Detroit, Turner Caribe and Turner International. In 1997, Fee was named to serve as president and chief executive officer of Turner Construction Company and in 1998, added the titles of president and chief operating officer of The Turner Corporation.
He graduated with a B.B.A. in finance from Iona College in New Rochelle, N.Y. and currently resides in New York City.

I especially single Bob out as the operational head of Turner as we recovered from a very difficult and trying period in the middle 1990?s and emerged as the unquestioned leader in our industry. Leppert continues: ?Peter has great credibility as a builder, manager, leader and people builder. He has 24 years of Turner experience and perspective. Since assuming responsibility as vice president and general manager of the New York business unit in 1996, and with the additional promotion to senior vice president for the New York region in 2000, Peter has engineered major successes for the region and the company as a whole. During Davoren?s tenure as general manager from 1996 to 2002, the New York office?s gross sales earnings tripled. Also during that time, the office?s volume tripled, going from $400 million in 1996 to $1.2 billion in 2002, with projects in market segments which include commercial, healthcare, education, laboratory, public works and residential.
According to Fee, ?Turner has grown considerably in the last few years, by volume of business, people, scope of operations, breadth of products and services provided to our clients, and the complexity of our organization. Peter?s appointment recognizes his strengths as well as the needs of the entire organization. Rodney J. Michalka, Executive Vice President
Rodney J. Michalka, 48, has been named executive vice president of Turner, in charge of key business initiatives, which include Turner Casualty & Surety (TCS) and Turner Logistics, among others. In this position, Michalka will have direct responsibility for managing current initiatives, including internal implementation and external marketing, and working to build an ever increasing base of new products, services and businesses related to and building on Turner?s core business. He will report to Leppert.
Michalka has spent 26 years of his career at Turner and his most recent assignment was as senior vice president, responsible for the firm?s Kansas City and Denver business units, and more recently assuming responsibility for two offices in Texas. In addition, Michalka has been the senior executive in charge of TCS. He will continue to be based from the firm?s Kansas City, Mo., office.
According to Leppert: ?Rod brings proven capabilities and strengths to this position, which include an extensive operations background, a deep knowledge of the industry, the ability to manage and grow a successful business and a great understanding of the Turner organization, which has benefitted from his expertise for more than two decades.?
Donald G. Sleeman, Executive Vice President
Donald G. Sleeman, 48, has been named executive vice president of Turner, in his role as chief financial officer. In this position, he will have responsibility for financial control and accounting components of the business and will work closely with other members of Turner?s senior management team. He will continue to report to Leppert.
Sleeman, who was most recently senior vice president and chief financial officer of Turner, is a 15-year veteran of the firm, working for a variety of subsidiaries before being elected treasurer of Turner in 1992. In 1994, he was elected vice president. In 1996, Sleeman was given the responsibilities of controller in addition to his duties as vice president and treasurer. Later that year, he was named senior vice president and chief financial officer. In his new role, Sleeman will continue to be based in Dallas, Texas.
James C. McKenna, Senior Vice President
Davoren has named James C. McKenna, 45, to succeed him as senior vice president and general manager of Turner?s New York business unit, the largest geographic operation for the firm. In his new assignment, he will be responsible for overseeing all construction operations for the unit, which employs more than 550 people. McKenna was most recently general manager of the commercial division for the New York business unit. He is a 23-year construction industry veteran and has spent his entire career at Turner, gaining field and operations experience on a wide variety of project types. McKenna will continue to report to Davoren and be based out of his current office location in New York.
